Converting .tar to .apk

Hello,

I have a couple .tar file that I need to convert to .apk files so I can transfer them to my phone. I cannot find one simple conversion like i found converting the .jar files. Unfortunately the program I used for the .jar files doesn't support .tar files.
I was thinking maybe the .tar files have to be converted into something else before they can be converted from that format to .apk.
Any help with this would be greatly appreciated.
