The .tlv file extension is used for "Transaction-Level Verilog", or TL-Verilog files. TL-Verilog is a modeling language used in computer hardware design for describing digital logic.

.tlv files can be processed by the SandPiper(TM) tool from Redwood EDA (redwoodeda.com). SandPiper processes .tlv files into SystemVerilog (.sv) files.
